Payroll and Benefits

The Chester, Deep River, Essex and Region 4 Schools take pride in offering a benefits program that provides flexibility for the diverse and changing needs of our employees.  The Districts offer qualified employees and their family members a full range of benefits. You choose the options that best meet your needs.

The benefits package includes medical, dental, vision, and life insurance coverage; HSA, FSA, and DCA savings accounts; a 403(b) option for qualified full-time employees and an employee assistance program for all employees. 

Health Plans:

 For all eligible employees:

•   Anthem HDHP Century Preferred Lumenos HSA Medical Plan.  Includes Anthem Full Dental Plan with Rider A and Blue View Vision

For eligible BU Para-educators*, Nurses, Secretaries, Net Techs, Custodians and Cafeteria personnel:

•   Anthem Century Preferred PPO Medical Plan.  Includes Anthem Full Dental Plan with Rider A and Blue View Vision

Life Insurance:
•   The Chester, Deep River, Essex and Region 4 School Districts have both life and extra life policies available for all eligible employees.

Flexible Spending Account and Dependent Care Accounts:
•   FSA: If you are not HSA eligible, a Flexible Spending Account (also known as a flexible spending arrangement) is a special account you put money into that you use to pay for certain out-of-pocket health care costs.
You don't pay taxes on this money. This means you'll save an amount equal to the taxes you would have paid on the money you set aside.
•   DCA: With a Dependent Care FSA, you use pre-tax dollars to pay qualified out-of-pocket dependent care expenses such as preschool, summer day camp, before or after school programs, and child or adult daycare.  The money you contribute to a Dependent Care FSA is not subject to payroll taxes, so you end up paying less in taxes and taking home more of your paycheck.

Employee Assistance Program:
•   The Employee Assistance Program (EAP) provides employees and their household members with free, confidential assistance to help with personal or professional problems that may interfere with work or family responsibilities and obligations.  Services are available 24 hours a day, 7 days a week via a toll-free nationwide number.  Employees and their household members can receive up to 6 counseling session per person, per problem, per year.

•   Anthem EAP also offers LiveHealth Online, which offers the option of accessing live therapy via smartphone, tablet or computer in order to get expert advice a treatment plan, and medication, if needed.

Voluntary Benefits: 
•   AFLAC provides supplemental insurance to help pay out-of-pocket expenses that health insurance isn't designed to cover.  You may purchase individual policies from AFLAC including the AFLAC Plus Rider, Short Term Disability Income Insurance, Basic Cancer, Hospital Confinement Indemnity, Life Insurance (term & whole), and Vision.  For more information on these benefit options, contact Carlene Mulhall, AFLAC. Retirement Accounts:
•   The Chester, Deep River, Essex and Region 4 School District offers both 457 and 403(b) regular and Roth options which are available for all eligible employees.  
•   A 403(b) is a retirement plan for employees of public schools, nonprofits and other tax-exempt organizations.  Although this plan is similar to a 401(k), its biggest advantage is reducing taxable income.  Employees can also use catch-up contributions to maximize their long-term savings.  Regional School District #4 works with a number of providers; our plan is administered by OMNI.
